Effective January 31, 2012 new online features were introduced for youth. With the implementation of the enhanced online features on http://www.youth.gc.ca, services previously offered in person at seasonal Service Canada Centres for Youth (SCCY) are transitioning to an online model. These seasonal centres will no longer be established each year.

Centre for Employment Excellence – RFP Posted

A Request for Proposals (RFP) - ELMS-102 has been posted to BC Bid inviting proposals for an agency to design and operate a Centre for Employment Excellence that will provide services for the Employment Services Sector and Employers. The selected Proponent will:

Consult with stakeholders;
Conduct research and development;
Develop a website;
Offer resources, training, and technical assistance;

The closing date for this RFP is March 26, 2012.
The work is anticipated to begin in April 2012.

Employment Program of BC: Recruitment of External Advisory Panels

The Ministry of Social Development is establishing two External Advisory Panels to review the new Employment Program of BC’s performance and results, and recommend innovative changes to enhance or improve the program. An External Advisory Panel will monitor the overall program. An Expert Advisory Panel on Specialized Populations will monitor the program from the perspective of eight specialized populations: people with disabilities, immigrants, Francophones, multi-barriered clients, survivors of violence and/or abuse, Aboriginal peoples, rural and remote populations, and youth. Recruitment is being managed by the government’s Board Resourcing and Development Office.

A Request for Proposals (RFP) - ELMS-101 has been posted to BC Bid which invites proposals for the provision of services associated with designing, developing and implementing training products for Service Providers who will deliver the services and supports for the new Employment Program of BC. The selected Proponent will be working closely and collaboratively with the Change and Training Team to:

Conduct a learning needs assessment with a sampling of the Service Providers;
Develop interactive and creative virtual classroom and interactive e-learning products to provide training on the new service delivery model and the supporting technology tools;
Build instructor-led learning materials; and,
Build job-aids and/or reference tools that will support the Service Providers to deliver the Program services and supports.
the closing date for this RFP is September 20, 2011.

This work is anticipated to begin in September 2011 and end by September 30, 2012.

Notice to Vendors

Notice is hereby given by the Ministry that RFP # ELMS-004 with respect to the Catchment Areas of Lillooet,
Haida Gwaii, and Fort Nelson is now cancelled as there are no successful Proponents from the competition. The Province must implement a process to secure services in these Catchment Areas in order to ensure that the Program is fully implemented throughout the Province as of April 2, 2012.

Any vendor wishing to be considered must submit, in writing, an expression of interest (2 pages maximum) that demonstrates eligibility and commitment as per the Notice to Vendors on BC Bid. The expression of interest must be received electronically by the BC Bid system before 2:00 PM local time, 02 September, 2011.

For each Catchment area, the Ministry intends to invite the highest scoring Proponent who passes the minimum scores for the desirable criteria to attend an in-person interview. Proponents invited to an interview will be notified in writing and will be given four to five weeks notice with a specific date, time and location to prepare accordingly.

Payment Structure and Financial Model Information Sessions

The Ministry will hold six information sessions (one in each of the five regions and a sixth via webcast) to further assist Proponents in understanding the Employment Program of British Columbia’s payment structure and financial model. The objectives of these sessions are:

To provide a comprehensive overview of the payment structure and financial model for the Employment Program of British Columbia;
To demonstrate how and why the Ministry developed these models; and,
To increase Service Providers’ understanding of the models.

A Request for Information (RFI), within which stakeholders will find a draft Request for Proposals (RFP) for the new Employment Program for British Columbia, is now available on BC Bid. Stakeholders can locate the RFI at www.bcbid.gov.bc.ca (document ELMS-003).

The RFI will be available through BC Bid until 2:00 pm, November 30. All further information regarding the RFI, including any updates or amendments to the draft RFP will available through BC Bid only. Stakeholders are encouraged to visit BC Bid regularly.

Service Provider Agreement Extensions

The ministry is extending 268 Labour Market Development Agreement (LMDA) Service Provider agreements to March 31, 2012. These extensions will ensure service continuity is maintained for clients through Business Transformation and the implementation of the Employment Program for British Columbia on April 1, 2012.

Types of agreements in scope for extension amendments are:

Employment Assistance Services.
Skills Development - Community Coordinator
Targeted Wage Subsidies- Community Coordinator
Self Employment - Community Coordinator
Self Employment Coordinator

New Web Portal to Support Victims of Domestic Violence

As part of its Domestic Violence Action Plan, the Government of B.C. has developed a new web portal of resources for victims of domestic violence to help them get the support they need. LMDA Service Provider Agreement/Contract Extensions

The Employment and Labour Market Services Division is reviewing options involving on-going business and service continuity as we plan for business transformation and manage our fiscal pressures due to the discontinuation of the federal stimulus funding. This includes reviewing the option of extending several federally funded agreements to March 31, 2012.

All proposed extensions will be posted to BC Bid in early September and any Service Provider not offered an extension will be notified directly within the next couple of weeks.
